You need to use glossy card stock when using this technique. Set your iron on a low heat setting with NO steam. Take a piece of wax paper and crinkle it up.

Lay a piece of scratch paper on your ironing board. Lay the glossy cardstock glossy side up and then place the wax paper on top. You can place an additional piece of glossy cardstock on top of the wax paper glossy side down and make two backgrounds at once. Place another piece of scratch paper over top of the pile. Iron the stack by placing your iron on the scratch paper for a few seconds at a time. You can check to see if the correct temperature has been reached by peeling up a corner of the wax paper. If you can see a pattern left on the glossy cardstock, then you have heated the wax paper enough. If the glossy card stock looks the same, then continue to apply heat. Allow the card stock to cool for a minute and then use a brayer to apply a classic ink color. After using the brayer, buff the surface with a Kleenex or paper towel to remove any excess ink from the wax sections.
